Joseph E. Fiegoli has been the president of National Health Administrators, Inc. since 1997, providing health care and insurance support to the Kingston Teachers' Federation. He played a crucial role in establishing the Kingston Trust Fund in 1997, which offers health, life, and long-term care insurance while preventing tax increases for the school district. The Kingston Teachers' Federation is unique in New York State for not requiring member contributions towards health care.

- 2. Introduction A longtime insurance and health care professional, Joseph E. Fiegoli has served as president of National Health Administrators, Inc. (NHAI), since 1997. In this capacity, Joseph Fiegoli serves a number of cities and teachers across New York State, including the Kingston Teachers’ Federation (KTF). Since 1995, Joseph E. Fiegoli and NHAI have helped implement strong vision and health care plans for KTF. After the school district of Kingston, New York, proposed new teacher contracts to develop its insurance program to potential industry partners, Joe Fiegoli became the sole contributor to the plan. He provided advice on emerging health legislation and brought his pre- established connections with prescription, stop-loss insurance, and compliance firms.
- 3. Kingston Teachers’ Federation In an effort to provide health care benefits to workers while preserving district costs, Joe Fiegoli and KTF established the Kingston Trust Fund in 1997. To this day, the trust fund serves current and retired members of KTF, offering health, life insurance and long term care insurance to their members. Continually maintaining detailed oversight of the plan, Mr. Fiegoli has successfully prevented a tax-based increase for the district across the last two decades. The Kingston Teacher's Federation is the only health plan in NYS where there is no contribution for their health care by it's members.
