• Targets for 2020:
– 20% reduction in greenhouse gas emissions (GHG) on
1990 levels and 30% reduction if other developed
countries make comparable reduction commitments
– 20% increase in renewable energy – wind, solar and
biomass – of total energy production
– 20% reduction in energy consumption of projected 2020
levels by improving energy efficiency

• Transport Efficiency:
– Better infrastructure planning
– Facilitation of modal shift from road to other more energy efficient modes
– Adaptation of advanced information technologies (ITS)
• Energy Efficiency:
– Support of fuel efficiency regulations
– Development of new technologies and engines
– Promotion of market for clean and energy efficient road transport vehicles

• Alternative Fuels and Propulsion Systems:
– Extensive research to enable a shift from fossil fuel dependence to
decarbonized transport
– Policy interventions to bring emission reductions closer to the set targets

Sustainable urban mobility plan for area of
Boka bay and old royal capital Cetinje
• A project awarded to the SYSTEMA-WYG International
-CEED Consulting Consortium by UNDP Montenegro in
August 2015
• It consists of a component of the “Towards Low
Carbon Tourism” project launched in 2014
• It aims at developing in co-operation with the
Municipalities in the Kotor Bay area (Kotor, Tivat,
Herceg Novi) and the Royal Capital of Cetinje, a poly-
centric Sustainable Urban Mobility Plan (Poly-SUMP)
for the region
Project Background
• Facilitating the development of a more accessible,
safe, secure, clean, environmentally friendly and
reliable urban transport system for the area
• Addressing specific issues of the area, such as the
strong seasonal patterns due to the tourist attractions
of the area, as well as the limitations of the transport
systems
• Focusing on both land and maritime transport
• Providing solutions for non-motorized and motorized
transport modes
Project Overall Objectives
• Improve accessibility
• Improve intermodal transport connections
• Improve and increase the use of local public transport
system
• Promote low carbon transport options, such as cycling, in
the region through the development of proper
infrastructure
• Improve the traffic safety levels
• Develop an exemplary solution on SUMP guidelines
(flexible solutions of public transport, electronic ticketing
systems and intelligent information to passengers)
Project Specific Objectives (1/2)
• Implement measures for environmentally friendly transport
solutions within the municipalities and between them
• Improve the air quality (by renewing the public fleet with
methane-fuelled / electric/ solar powered vehicles;
providing valid public transport modes including public
maritime transport as an alternative to the private
transport)
• Bring the traffic out of the city centres (by building parking
areas and interchange car parks out of the city centres)
• Promote future development of low carbon transportation
modes - cable car Kotor - Cetinje, which is planned to
connect two touristic locations

Poly – SUMP Methodology 1/2
• Prepare well by understanding your region:
– Identify and understand the specific conditions of the polycentric region
• Create common ground and vision:
– Bring all involved stakeholders together
– Set rational and transparent goals for the polycentric region as a whole
• Use the outcomes and elaborate the plan:
– Use the outcomes of the previous two steps as inputs
– Develop a sustainable urban mobility plan for the region

Project Outputs (1/2)
• Task 1: First Formal Task Force Group / Inception Phase
– Establish strong communication channels with the representatives of the
four cities
– Ensure active participation of all involved stakeholders in project
implementation
– Understanding of all stakeholders current and potential role
– Identification of available and missing necessary data for the successful
implementation of the project
• Task 2: Existing Situation and Data Collection
– Collection of all necessary data (desktop research and traffic surveys)
– Clear understanding of the existing situation with regards to the existing
transport systems
– Identification of problematic areas and issues that the cities face
– Traffic and socio-economic projections for the region
Project Outputs (2/2)
• Task 3: Low Carbon urban Transport Options
– Identification and review of the potential low carbon urban transport
options for the region
– Quantification of GHG emission reduction potential of the identified
projects/interventions
• Task 4: Development of a Poly-SUMP
– Organisation of a Future Search Workshop
– Identification of measures for promoting sustainable urban development
– Grouping the measures into alternative development scenarios
– Identification of the optimal scenario for the region
– Development of a Poly-SUMP
• Task 5: Identification of opportunities for low carbon investments
