INTRODUCTION
• NCTE stands for National Council for Teacher Education
• One of the provisional bodies of Indian Government
• Advisory body for the Central and State Government on all matters
relating to teacher education since 1973
• NCTE came into existence as statutory body in pursuance of NCTE
Act 1993 enforced on July 1995
• Focused on all matters of education of the teacher
• Headquarters – New Delhi
• Regional offices – Bhopal, Bhubaneswar, Jaipur, Bangalore
OBJECTIVES
Achieve planned and coordinated
development of teacher education
system throughout the country
Covers the whole range of
teacher education programmes
Regulation and proper maintenance
of norms and standards in the
teacher education system
FUNCTIONS
• Undertake surveys and studies relating to teacher education and
publish the results
• Make recommendations in the matter of preparation of suitable plans
and programmes
• Coordinate and monitor teacher education
• Lay down guidelines in respect of minimum qualifications for a person
to be employed as a teacher
• Lay down norms for any specified category of courses/ trainings in
teacher education
• Lay down guidelines for compliance by recognised institutions for starting
new courses/ training, providing physical and instructional facilities,
staffing pattern and staff qualification
• Lay down standards in respect of examination leading to teacher education
qualification
• Lay down guidelines regarding tuition fees and other fees
• Promote and conduct innovation & research in various areas of teacher
education
• Examine and review periodically the implementation of norms,
guidelines, standards laid down by council
• Evolve suitable performance appraisal system, norms and
mechanism for enforcing accountability
• Formulate schemes for various level of teacher education and identify
recognised institutions and set up new institutions
• Take all necessary steps to prevent commercialisation of teacher
education

• Criteria for the eligibility of the institutions
• Focus on the requirement fulfilment for the recognition of UGC
• Creation of new norms for the various courses
• Power in the relaxation of the norms
REGULATIONS & NORMS OF NCTE
• Establishment of duration of courses to become an educator
• Organises the working days, eligibility criteria, intake of
educators/seats and the procedure required for admission
• Criteria of educators, teachers, staff and their staff qualification
• Requirement of the terms and conditions of the teacher educators
• Focuses on the facilities provided to the educators like infrastructure
and instrumental needs
