N.T.E.S. North Topsail Elementary School is dedicated to empowering and equipping our students for a lifetime of success. LEA: Pender County Schools CODE: 710 SCHOOL: NORTH TOPSAIL ELEMENTARY CODE: 323 PERFORMANCE BASED ACCOUNTABILITY PROGRAM WAIVER REQUESTS TYPE OF WAIVER AND EXPLANATION Waiver: Alternative Career Teacher Evaluation Process. We request to use the PCS Alternative Evaluation Process for Career Teachers in lieu of the NC Teacher Appraisal Instrument as prescribed by the Pender County Schools’ Personnel Office. How waiver will be used: Teachers who have proven to be competent will be observed once a year. The use of the Mini-Observation form facilitates immediate feedback to teachers. How waiver will promote achievement of performance goals. This waiver will allow the observer to build on strengths of strong teachers. Valuable time will be saved from repeating procedures not relevant to those teachers proven competent. Observers will be able to help weak teachers strengthen in areas of needed improvement. The overall school, curriculum and performance goals will be enhanced by having flexibility to plan and incorporate new teaching strategies. TYPE OF WAIVER AND EXPLANATION Waiver: Class Size/Teacher daily load exemptions: We request a waiver for class size in grades 4-5. We understand no class size regulation exemptions will be given for grades K-3. K-3 (1:18 up to 23 as long as LEA ratio is 1:18) 4-5 )1:26 up to 29 as long as LEA ratio is 1:26) 2. How waiver will be used: Class size waivers will be utilized when class enrollment exceeds the class size regulations.

TYPE OF WAIVER AND EXPLANATION Waiver: Transfer of monies to and/from textbooks. We request for monies allotted for textbooks to be transferred for classroom materials/instructional supplies/equipment or for teaching positions. We also request monies allotted for instructional supplies/materials, equipment and for teaching positions to be used for textbooks. How waiver will be used: Staff will be able to utilize resources for instructional purposes according to the needs of the students. How waiver will promote achievement of the performance goals: This waiver will help students make academic growth based on needs and basements. TYPE OF WAIVER AND EXPLANATION Waiver: Transferring to/from school allotted instructional positions. We request a waiver to transfer funds from instructional support personnel, administrative positions, staff development, and non-instructional support personnel to employ additional instructional personnel and/or transfer monies from teachers to be used to purchase textbooks or classroom materials/instructional supplies/equipment or to find at-risk or exceptional teachers. Transfers are based on average teacher salary. How waiver will be used: This waiver would allow flexibility in human resources, as well as flexibility in instructional materials/supplies according to the needs of the school and School Improvement Plan. How waiver will promote achievement of performance goals: This waiver will provide flexibility where resources are needed for improving student achievement.

TYPE OF WAIVER AND EXPLANATION Waiver: Transfer of money from Staff Development to support any other programs. We request a waiver for monies allotted for staff development to be transferred to other programs. How waiver will be used: Staff will be able to utilize resources for other programs other than staff development according to the needs of the school and the students. How waiver will promote achievement of performance goals: This waiver will help students make academic growth based on needs and assessments. TYPE OF WAIVER AND EXPLANATION Waiver: Teacher Assistant Waiver. Part A: We request monies allotted for Teacher Assistants be transferred to monies for funding of K-3 teacher positions if positions are vacant. We understand approximately two teacher assistant positions equal one teacher position. We understand funds transferred are based on a state-wide average salary plus benefits for TA’s (est. & 19, 698). Teacher Assistant Waiver: Part B: We also request a waiver for teacher assistant positions to be funded from other state allotted categories (e.g.; at-risk (069), improving student accountability (072), low wealth (031). How waiver will be used: Human resources will be better utilized according to the needs of the school and the students. How waiver will promote achievement of performance goals: This waiver will help students make academic growth based on needs and assessments.

TYPE OF WAIVER AND EXPLANATION We request permission to utilize K-3 teacher assistants school-wide, not to exceed 50% of the working day. How waiver will be used: This would give flexibility to assign any teacher assistant to any class, based on need. How waiver will promote achievement of performance goals: This would help us provide assistance where needed for small group instruction in reading, writing, or math to improve student achievement. TYPE OF WAIVER AND EXPLANATION We request permission to implement a staggered schedule for Kindergarten students after the first full day of the school year. This schedule will not affect ADM or attendance rate. How waiver will be used: Five to seven children will be grouped together per teacher per day. Initial screenings will be conducted during the day along with a group parent orientation meeting. This will provide additional classroom orientation for students and parents. How waiver will promote achievement of performance goals: The staggered schedule plan provides time for students to become adjusted to the classroom environment and begin to bond with the teacher and assistant.

TYPE OF WAIVER AND EXPLANATION As funds become available and are adequate, we request permission to use part or all of appropriated remediation funds for remedial services during the school year. How waiver will be used: Remediation funds would be used to hire additional personnel and purchase materials for remedial services for Level I and Level II students as measured by the NC EOG tests. How waiver will promote achievement of performance goals: Immediate remediation will promote a higher probability for student success. TYPE OF WAIVER AND EXPLANATION We request a waiver to utilize flexibility in the assignment of staff in the Exceptional Children's Program to allow for the inclusion model. How waiver will be used: Staff with Exceptional Children’s certification could be utilized to implement the inclusion model which emphasizes team teaching. How waiver will promote achievement of performance goals: This waiver will help students make academic growth, especially in the areas of reading and math. In addition, this waiver will help to improve self-esteem with EC students by reducing pull-out services.

School: North Topsail Elementary Pender County Schools School Improvement/Title I Plan for 2008-2009 Distribution of Incentive Pay Component If North Topsail Elementary School should reach exemplary growth status or meet expected growth goals in student performance, the school staff including the principal, assistant principal, teachers, guidance counselors, media coordinators, and teacher assistants agree to share in the incentive awards according to the state formula by which those awards funds are provided. Certified staff (who are in employment for all 220 work days or 215 work days beginning in the 2008-2009 school year) would receive 100% of the applicable amounts made available by the N.C. Legislature, if any. Teacher assistants (who are in employment for all 220 work days or 215 work days beginning in the 2008-2009 school year) will receive 100% of the applicable amount made available, also. Each person in employment less than 220 (215 beginning in 2008-2009) days will receive a share proportionate in the percentage of the total workdays of employment in the school calendar than the individual is employed.

School: North Topsail Elementary Pender County Schools School Improvement/Title I Plan for 2008-2009 Healthy Active Children Legislation Component Each student has a 30 minute outdoor recess (weather permitting) each day during which time they are actively participating in some type of physical activity. All students participate in the Presidential Fitness Awards Program. Each class is scheduled for a 40 minute class with physical education teacher one time per week.

School: North Topsail Elementary Pender County Schools School Improvement/Title I Plan for 2008-2009 Constitution Day Component Students and staff encouraged to wear red, white, and blue. Alert Now to remind families about Constitution Day and the importance of this day and morning announcements outlining the day’s activities. 1 st Grade – students sang “Hooray for Constitution Day”, discussed United States symbols, discussed the freedoms and rights of Americans and discussed the U.S. Constitution before making a scroll entitled “We the People of Room (each individual classroom #) and listed the class rules. 2 nd Grade – Students listened to the book “in 1776” and shared responses to things learned about the Constitution. Using United Streaming, students watched “America At It’s Best”, to learn about the importance and purpose of the U. S. Constitution, students also learned the hand motions for remembering the preamble and finished their Constitution study with a word search. 3 rd Grade – during Social Studies students composed lists of school rules in small groups. Upon making a list the entire class came together and decided on the most important (top) 5 rules. Students then compared this experience with the states of the U.S. writing the U.S. Constitution. Students then listened to a story about the making of the Constitution. 5 th Grade – students watched “SHH! We’re writing the Constitution” and completed a fact and opinion lesson pertaining to the information learned about the U.S. Constitution.

School: North Topsail Elementary Pender County Schools School Improvement/Title I Plan for 2008-2009 Duty Free Lunch and Duty Free Planning for Teachers Component Each certified teacher has a 30 minute duty free lunch each school day. We are working toward the goal of providing 5 hours of duty free planning each week for certified staff. Changes in enrollment causing the addition of six classrooms of six classrooms for the 2008-2009 school year without additional itinerant allocations has made it difficult to achieve that goal. Currently our certified staff have planning time as follows: * Regular Classroom Teachers – 40 minutes most afternoons and 40 minutes 3 times per week while students are in itinerants. * Itinerant Teachers – 40 minutes 4 afternoons each week and 20 minutes during the school day Monday through Thursday and 65 minutes on Friday.
