 More than 10 years working with OpenCms
 From OpenCms versión 5 untill now
 Almost 70% of our projects are OpenCms Based
 We started our own template, it was called TemplateSAGA in 2007
 It has been in evolution to become SAGASuite Template for OpenCms V 8.x
and V9.x
 All of our OpenCms projects are based in our own template this enabled us to
migrate to newer versions and adapt new funtionalities of OpenCms easily

HISTORY
Open Government is an evolution of our democratic system.
Barack Obama is usually the first to be cited by their use of technology in the
stage of candidate and after his arrival in the White House.
 2009 - Open Government - Open Government the term originates from the
Open Government manifesto "where Barack Obama brings together 17
experts from both sides of the Atlantic and reflect on the impact of the
Internet and ICT in government, in politics and the new social construction
that is occurring around the so-called Web 2.0. (The December 8, 2009, the
White House issued an Open Government Directive on transparency,
participation and collaboration)
 2011 – Inspired by anti-austerity protests in Spain coming from the 15-M
movement. Occupy Wall Street (OWS) is the name given to a protest
movement that began on September 17, 2011, in Zuccotti Park, located in
New York City's Wall Street financial district, receiving global attention and
spawning the Occupy movement against social and economic inequality
worldwide.

OPEN GOVERNMENT: THE BASIC PILLARDS

It is available to the citizens information and data about the activity, actions,
decisions, plans and intentions of the Government.
The actions, laws, decrees or measures taken by the administration are
discussed, evaluated and completed with the opinions of citizens. But the
citizens also raises its own proposals, ideas, queries or complaints to be
discussed and analyzed.
The public agency collaborates with citizens, associations, businesses and
other administrations, providing innovative tools and new methods of
collaborative work. They listen and work together to build a more connected
society approaching the decisions of the Administration to the needs of
citizens.

FACEBOOK, TWITTER …
It should be clear than just providing information of Administration or politicians
via Twitter, Facebook, Tumblr, Foursquare ... is not Open Government.
That is to communicate as before but with new tools, eliminate certain
intermediaries at times, but Open Government is much more : practicing
active listening really, take into account the demands of citizens and,
together, reach collaborative agreements.
Society is being digitized quickly, but open government is not only to use the
tools, is a new way of doing things

NEW TRANSPARENCY LAW IN SPAIN
In 2014 the new transparency law requires all authorities to fulfill transparency
law. They all have to have a web portal dedicated to transparency.
The information should be organized according to a structure of transparency
indicators

 Politicians try to map Goverment Areas with tematics and internal burocracy
to the workflows so it become unnatural
 It’s difficult to define Responsible teams for Areas
 Most times politicians delegate to someone else
 They need to audit anything before publish
 It is necessary to train politicians in this new way of communicating with
citizens and viceversa.
 It’s neccesary and Offline Campaing to promote the platform
 Most end users use the platform to complain, and that is not what it is for
 In transparency, the difficulty is to define those responsible for each
indicator
 And sometimes find out where and who holds the information
