European Framework Programmes
2
• Funding programmes created by the European Union/European Commission to support and foster
research and innovation
• Began in 1984 and each last for 7 years and align to the EU’s Multiannual Financial Framework (MFF)
Horizon 2020 ran from 2014 until 2020
• The previous Framework Programme (FP). Had its last call for proposals in 2020. Total budget for
Horizon 2020 was ~ €80 billion.
Horizon Europe will run 2021 to 2027
• The 9th FP and successor to Horizon 2020 with a €95.5 billion budget
• Work Programmes due to be published in May 2021 (tbc) although a few calls have already been
launched.
The UK has agreed to Associate to Horizon Europe

UK ‘Association’ means continued UK participation
• UK entities will have equivalent participation rights to those from Member States
• UK entities can lead projects as coordinators
• UK has continued access to Horizon Europe research and innovation funding, infrastructure and markets
• Able to access funding from all parts of the Programme including the ERC (European Research Council), MSCA (Marie Skłodowska-Curie
Actions), Partnerships, the EIT (European Institute of Innovation and Technology) and direct actions of the JRC (Joint Research Centre).
The UK will be an associate to the COST programme. Can access the majority of the EIC (European Innovation Council) the except the
EIC Accelerator equity fund
• Work programme level exclusions only in exceptional and justifiable cases
• Participation and influence on programme governance structures (e.g. programme committees)
• UK experts can continue to take part in peer review (register as an expert here)
• The ‘Associated Countries’ concept is not new - Horizon 2020 had 16 Associated Countries including Israel, Switzerland,
Norway and Turkey

Research and innovation actions (RIA)
• Activities aiming primarily to establish new knowledge or to explore the feasibility of a new or improved
technology, product, process, service or solution.
• May include basic and applied research, technology development and integration, testing, demonstration and

Innovation actions (IA)
• Activities directly aimed at producing plans and arrangements or designs for new, altered or improved

Eligibility
• Eligibility for funding: any type of legal entity established in EU Member State (MS) or Associated Country (AC)
Also legal entities from Low and Middle Income Countries (LMICs) if country listed in the Horizon Europe Programme Guide
• Eligibility for participation: legal entities from outside EU MS/AC (known as ‘third countries’) can often participate
too, although they would normally need to fund their own participation unless they are from (some) LMICs (see above)
Minimum consortium size
• Collaborative projects (incl. RIAs, IAs): Usually a consortium must have a minimum of 3 independent legal entities, each
established in different EU Member States (MS) or Associated Countries (AC), with at least 1 of them established in a MS
• Coordination & Support Actions: One or more legal entities, which may be established in a MS, AC, or in exceptional
cases and if provided for in the specific call conditions, in another third country.

• I’ve been working on EU projects and proposals since 2000
• Mainly in the areas of technology for cultural heritage, education and humanities
research
• Currently working on the following H2020 projects:

• Developing tools and methods for Citizen Curation
• Working with excluded groups in five museums in different countries
– Polifonia [2]:
• Developing a digital archive for European music
• 10 pilot applications supporting musicians, scholars, interest groups and people with
disabilities

Tips on applying for European funding
• Allow plenty of time for proposal writing
– I aim to have a short bid outline and key partners in place 6 months before the
deadline. Not always possible, but don’t leave it too late.
• Have a “Plan B” for rejected proposals
– You might not be successful first time. SPICE and Polifonia both built on rejected
proposals
• Plan for true collaboration
– Funding is not for working in silos
– Complementary expertise brought together to solve a problem
• A good impact story is vital
– How does the research get out and how does it make a difference?
– In H2020, impact carried as many points as research excellence

factors and the societal context within projects, to ensure:
Ø respect of fundamental rights, privacy and protection of personal data is maintained
Ø citizens and communities are fully engaged
Ø Societal impact of security technologies is seriously considered
Ø Within some calls you will see statements such as:
“…. this topic requires the effective contribution of Social Science and Humanities (SSH) disciplines and
the involvement of SSH experts, institutions as well as the inclusion of relevant SSH expertise, in order to
produce meaningful and significant effects enhancing the societal impact of the related research activities.”
“….. full involvement of citizens and civil society organisations is crucial to achieve solutions that meet the

• Trilateral has partnered or co-ordinated in more than 60 EU-funded
projects since we founded the company in 2004.
• For many years, EU-funded projects were our principal source of revenues
and allowed us to grow.
• But we recognised the risk of dependency on one client and have been
diversifying our client base substantially over the last several years.
• We have built a new client base on the back of the research and services
we provided in EU projects.
• Now we provide data protection services to UK universities, hospitals,
museums, publishers, law enforcement agencies, etc. We develop
algorithms and have created a human security platform for defence &
humanitarian clients.

Why UK entities should participate
• EU projects provide a source of revenues.
• You get to participate in state-of-the-art research and innovation.
• You get to network with some of the best people across Europe.
• You can develop new services based on what you do in the projects.
• Participating in EU projects gives you some credibility, helps with your
