Disclaimer 
 The study of this topic does mean that I have prejudice against any political leader, rather 
I will keep adding main Pakistani Political leaders, civil society leaders etc. 
 The study would clarify that leaders have changed the stance over time – only after 
realizing the losses incurred Or due to International pressures 
 It will also prove that Political Leadership has mostly tried to find peaceful solutions 
between the two countries – but it will also tell that military dictators have also had some 
promising talks.

Highs and Lows in Relationship ….

 1947/48 - The first Indo-Pak war over 
Kashmir is fought 
 1964 - Following the failure of the 1963 
talks, Pakistan refers the Kashmir case to 
the UN Security Council 
 1965 - India and Pakistan fight their 
second war 
 1971 - India and Pakistan go to war a 
third time, this time over East Pakistan

 1966 - Indian Prime Minister Lal Bahdaur 
Shastri and Pakistani President Ayub Khan 
sign an agreement at Tashkent 
 1972 - Zulifiqar Ali Bhutto and Indira 
Gandhi sign an agreement in the Indian 
town of Simla 
 1988 - The two countries sign an 
agreement that neither side will attack 
the other's nuclear installations or facilities

“I grew up hating India because I grew up in Lahore and there were massacres of 
1947, so much bloodshed and anger. But as I started touring India, I got such love 
and friendship there that all this disappeared,” Khan said. 
“As time passed, I realised that there's so much we have in common. We have a 
similar history, there's so much in culture that's so similar compared to Western 
countries. Above all, there is so much the people of two countries (can) benefit 
from if we have a civilised relationship,” he added. 
Khan said: “Absolutely, I have no prejudice against any country, and more 
specifically, India.”

Nuclear Power Plants on Pak-India Border 
Khan used the occasion to make a strong pitch for the revival of peace talks 
and resolution of the Kashmir issue. He said it would be a good idea for India 
and Pakistan to run a civil nuclear plant along the border jointly, for enlarging 
the constituency for peace. 
It should be "owned and operated jointly by the two countries and should be 
supplying power to both countries," he said. 
Drawing heavily from the experiences of post-World War II Europe, where once 
warring countries are now living in peace, Khan said coal and steel plants along 
the border have always enlarged the constituency of peace.

Imran, who is on a visit to the Capital, said he favoured a European Union-like 
arrangement between India and Pakistan with free flow of people.

Shafqat Mehmoods Walks In too …. 
Shafqat Mahmood, Central Information Secretary, Pakistan Tehreek-e-Insaf, 
Pakistan, the party led by Imran Khan, has called for “an entirely new 
relationship with India” based on mutual trust, free trade and people-to-people 
contacts. Mahmood said both sides have a basis for moving forward on the key 
contentious issues: “Kashmir can be resolved, Siachen can be resolved, Sir Creek 
can be resolved, even water can be resolved – but there has to be strong 
political leadership.”

Kashmir, Trade …. 
 While working out the solution to Kashmir, we should not allow slow progress on the issue to 
be an obstacle to work in other co-operative matters. There are several ways to reinvent 
our relations. These include through economic integration and trade, business co-operation, 
media ex-changes, transportation links between our two countries, the energy 
requirements of our economies, sports and entertainment events, cooperation in 
information technology, peaceful uses of nuclear energy, in medicine, education and 
agriculture 
 Let us remember that economic integration and trade brought Europe the peace and 
prosperity it has enjoyed since the end of World War II. That is the kind of future that awaits 
our people if only we can reinvent our relations.

Military, India Peace talks 
 I believe that Indo-Pak relations can be creatively re-invented. We have a choice to write 
a success story of free markets, liberty, human rights, gender equality, common values of 
tolerance and understanding. 
 We know now that there is a consensus amongst the political parties of India and Pakistan, 
between our military and security establishments that peace must be established. 
 I welcome the decision by both India and Pakistan to work together on anti-terrorism 
efforts and to share information in this regard. This is a positive step forward. 
 Today, it is very satisfying for those of us who envisaged open borders, trade and travel 
between India and Pakistan before it became fashionable, to witness the Pakistani military 
dictatorship sign on to the peace process and commit itself to resolving issues with India 
peacefully, without prejudice to our differing views on Kashmir.
Back in 1994/95 It was quite different 
 You know, she answered, you have to understand the Pakistani point of view on Kashmir. If 
one goes by the logic of Partition, then at least the Kashmir valley, which is in great 
majority Muslim - and it should be emphasised that for long the Hindus Pandits in Kashmir 
exploited and dominated the Muslims, who are getting back at them today - should have 
reverted to Pakistan. But let us say that officially we want to help grant Kashmiris their right 
to self-determination 
 Yes and I hate him, and God the Almighty already punished him for that, said Benazir 
(alluding to Zia’s death in a plane crash). But Zia did one thing right, he started the whole 
policy of proxy war by supporting the separatist movements in Punjab and Kashmir, as a 
way of getting back at India.
Can you believe it? 95 To 2007 – Evolution? 
 - - We in Europe have united in a Common Market, why don’t Pakistan and India forget 
their differences and form some kind of confederation with other South Asia countries, 
instead of killing each other? 
- - Pakistan and India were never one country, answered the imperious lady. They were 
only kept together by force, whether by Mauryan, Moghul or British rule. Hindus have 
recognised the reality of Islam, and we needed our own country to feel free.
