INTERNATIONAL REGULATORY BODIES : International regulatory
bodies play vital role in formulating and enforcing sound policies and
regulatory laws globally. World Health Organization (WHO), UNICEF, and
International Council of Nurses (ICN) are the examples of international
regulatory bodies.
NATIONAL REGULATORY BODIES: National regulatory bodies are for
implementing rules, regulations, and policies to regulate professional
standards and to safeguard public right in a country like Indian nursing
council
STATE REGULATORY BODIES: State Nursing Council and Directorate of
Medical Education (DME) are the state regulatory bodies responsible for
establishing and maintaining uniform standards of nursing education and
medical education in a particular state.
LOCAL LEVEL REGULATORY BODIES: These are the individual
institutions under universities or state regulatory body.

authority from legislation, thus providing a vital role:
• Setting and enforcing standards of nursing practice
• Monitoring and enforcing standards for nursing education

• Safeguarding its self-interest through having act to maintain
its own privileged and powerful position as a controlling

• The international council for nurses was first proposed in
1899 at the congress of international council of women
by Bedford Fenwick at a day devoted to the
consideration of nursing questions .
• The first constitution and officials elected in 1900

• The headquarters of ICN is located in
Geneva ,Switzerland

STRUCTURE
The ICN was founded in
1899, with the United States,
Great Britain and Germany
as its charted members.
The ICN is governed by a
Council of National
Representatives (CNR).
The CNR is the governing
body of the ICN and sets
policy, admits members and
selects a board of directors.
The CNR meets every two
years. Members of the board
include the ICN president
and 14 directors.

COUNCIL
• The Indian Nursing Council is an autonomous body
under the Government of India ,Ministry Of Health
And Family Welfare constituted by the central
government.Under section 3 (1)of the Indian Nursing
Act ,1947,of parliament.
• The Indian nursing council act was passed by an
ordinance on December 31, 1947.
• The council was constituted in 1949.

recognition of foreign qualifications which is essential for the
purpose of registration
Finance Committee: This is another important
committee of the council which decides upon the matters pertaining
to finance of the Council in terms of Budget, expenditure

NATIONAL NURSING AND MIDWIFERY
COMMISSION/COUNCIL
• On November 5th 2020 the Indian government proposed removing the INC act and replacing it
with a National Nursing And Midwifery Commission (NNMC) Act
• Passed in Lok Sabha on July 24,2023
• Passed in Rajya Sabha on 8th of Aug 2023
• Rules published on 13th of March 2024 .
• The act proposes a common entrance test ,a national register ,mandatory registration and a
temporary license for the foreign nationals who are qualified nurses and midwives to practice in
India

Role of the commission /Council include :
• Framing policies and regulating standards for nursing and
midwifery education

STATE NURSING COUNCIL
• The SNC is independent body which can make state regulations for trained nurses and nurses who
are undergoing various courses of study .
• Though the state Nursing council functions independently , it has to obtain approval from the state
government for the laws passed by it and decisions taken
• Indian Nursing council delegates laws and regulation to the state nursing registration acts to create
uniformity in the standards established by the states for the practice of nursing
• There were 28 State Nursing Registration/Examination boards or bodies in India of January 2018
• Currently there are 30 State Nursing Registration/Examination boards or bodies in India as of 2024

“Every state government must constitute a State Nursing and
Midwifery Commission where no such Commission exists under
state law. It will consist of 10 members. The members will
include representatives from the health department, from any
nursing or midwifery college of the state, and nursing and
midwifery professionals.
"Role of the State Commission include:
• Enforcing professional conduct, code of ethics and etiquette,
• Maintaining state registers for registered professionals,
• Issuing certificates of specialization
• Providing for skill-based examination.
JAMMU AND KASHMIR PARAMEDICALAND
NURSING COUNCIL
• The Jammu and Kashmir Paramedical and Nursing Council developed after sustained efforts were put in by a
group of nursing professionals in the year 1995 and who worked as a committee in close conduct with the
Health Minister of Jammu and Kashmir.
• In the year 1997, bill got passed
• In August, 2001 the constitution of Jammu and Kashmir Paramedical and Nursing Council was published
• The Health Minister of Govt. Jammu and Kashmir inaugurated the council on may 2002

To provide data base of available practicing nurses in the state
of Jammu and Kashmir / All over India
