INTRODUCTION
• Swachh Bhatat mission launched on 2nd
oct, 2014 by Hon’ble
PM Narendra Modi.
• It aims to eradicate open defecation by 2019 to
commemorate the 150th
birthday of Mahatma Gandhi
• Currently it is running on phase II which started from 1st
October,2021
• Two submissions: 1. Gramin (Ministry of Jal Shakti)
2. Urban( MoHUA)

Genesis:
1 The first formal sanitation programme was launched in 1954. (extended part of the first 5-year plan)
Achievement: in 1982, it was revealed that Total sanitation coverage -2%

2 Central Rural Sanitation Plan (1986)
• aimed to improve the quality of life for rural people and emphasized helping rural women with
privacy and dignity
• Only construction of toilets happened
• Achievement: 9% coverage by 1996
Total sanitation Campaign (1999)
• First time it focused on creating awareness regarding sanitation
• Achievement: 32.7% coverage by 2011
Nirmal Bharat Abhiyan(2012)
• Restructured TSC
• Used “Panchayeti Raj Institution “ for Social Mobilization

Key updates on Phase II
Objectives:
SBM(G)
•Maintaining the ODF status of the villages, Gram Panchayats, Blocks, Districts and States
•Ensuring that people continuously use the toilets built and practice safe and hygienic behaviours
•Ensuring that villages have access to SLWM arrangements for overall cleanliness in rural areas
•Bringing about an improvement in the general quality of life in the rural areas

Impact so far:
The impact of SBM Phase I was profound:-
Health Improvements:
•The WHO reported 300,000 fewer diarrheal deaths in 2019 compared to 2014, directly attributable to improved
sanitation.-
Economic Benefits:
•Families in ODF villages saved an average of INR 50,000 annually on health costs.
Environmental Conservation:
•A significant reduction in groundwater contamination was noted in ODF areas.
Enhanced Safety and Dignity for Women:
•With better access to sanitation facilities, 93% of women reported feeling safer at home.

SBM(G) key updates
1. New houses will be incentivised of rs 12000/- for the construction of IHHL
2. The Community Sanitary Complex has been renamed as Community Managed Sanitation Complex (CMSC).
Total 2-3 lakh rupees have been allotted {30% from 15th
grant commission; rest from SBM(G)}
3. Provision for IEC and Capacity Building will be at 5% of total project cost,(previously 2%)
4. Provision for administrative cost will be 1% of the project cost.(previously higher)
5. Generally, funding for SLWM will be on a per capita basis instead of earlier provision based on the number
of households in a GP.
6. For the first time, 50% funds of 15th Finance Commission grants to rural local bodies is earmarked for
water and sanitation as tied funds.
