This document examines trends of radicalization among Afghan National Police (ANP) personnel across 11 provinces in Afghanistan. Through surveys of 1,498 ANP personnel, 151 officers, and 8 religious leaders, it finds that while most accept centralized democratic governance, conservative views persist in some provinces like Qandahar. Reliance on local leaders for recruiting encourages parallel loyalties. While political and military leadership is discredited due to favoritism, most respondents still see the President as a legitimate authority, suggesting reducing corruption could build support for democracy. The security forces' loyalty to the moderate central government is critical to maintain its authority.
