• The programme was launched in 1974-75 and was restructured and renamed
as Command Area Development and Water Management (CADWM)
Programme from 1st April 2004.
• The main objective of CAD&WM Programme is to enhance utilization of
irrigation potential created and improve agriculture productivity and
production on a sustainable basis through integrated and coordinated
approach involving multidisciplinary team.

Objective:
To bridge the gap between the irigation potential created and that utliilized
through increase in irrigated areas and there on to increase efficient
utilization of irrigation water and improve the agricultural productivity in
irrigation commands

• modernization, maintenance and efficient operation of the irrigation
system up to the outlet of one cubic feet per second capacity.
• development and maintenance of the main and intermediate drainage
system.
• development of field channels and field drains within the cornmand of each
outlet.

• Central Ground Water Board is a multi-disciplinary scientific organization
consisting of Hydrogeologists, Geophysicists, Chemists, Hydrologists,
Hydro meteorologists and Engineers
• Central Ground Water Board (CGWB), national Apex Agency entrusted
with the responsibilities of providing scientific inputs for management,
exploration, monitoring, assessment, augmentation and regulation of
ground water resources of the country.
• Later this was merged with the Ground Water Wing of the Geological
Survey of India during 1972.

• The National Water Development Agency (NWDA), was set up in July 1982
as Autonomous Society to carry out the water balance and other studies
on a scientific and realistic basis for optimum utilization of water resources
of the Peninsular river system
• In the year 1990, NWDA was also entrusted with the task of Himalayan
Component of National Perspective Plan.
• In 2006, it was decided that NWDA will explore the feasibility of intra-
states links and to take up the work for preparation of Detailed Project
Report (DPR) of river link proposals under National Perspective Plan (NPP).

made up of group of small and large scale users such as
irrigators, who pool their financial, technical, material and human
resources for the operation and maintenance of local water
system, such as river or water basin
Objectives:
1) Conservation of water catchments
2) Sustainable water resource management
3) Increase availability of water resources
4) Development of sustainable and responsive institutions

Functions of WUA’S:
1) to prepare and implement a warabandi schedule for each irrigation season,
consistent with the operational plan, based upon the entitlement, area, soil and
cropping pattern as approved by the distributary committee, or as the case may be,
the project committee;
2) to prepare a plan for the maintenance of irrigation system in the area of its operation
at the end of each crop season and carry out the maintenance works of both
distributary system and minor and field drains in its area of operation with the funds
of the association from time to time;
3) to regulate the use of water among the various pipe outlets under its area of
operation according to the warabandi schedule of the system
4) to promote economy in the use of water allocated
5) to prepare and maintain an inventory of the irrigation system within the area of
operation; (i) to monitor flow of water for irrigation; (j) to resolve the disputes, if any,
between the members and water users in its area of operation; (k) to raise resources;
(l) to maintain accounts; (m) to cause annual audit of its accounts;

• Was launched during 1996-97 to provide loan assistance to the states to
complete some of the incomplete major/medium irrigation projects,
which are in advanced stage of completion.
• After launch of PMKSY in 2015-16, AIBP became a part of PMKSY.
• Since its inception, 297 Irrigation / Multi-Purpose Projects have been
included for funding under AIBP. Out of this 143 projects have been
completed and 5 projects were foreclosed.

Components of CADWM Programme
Components of Command Area Development and Water Management being
implemented for completion of CAD works of the prioritised AIBP projects are:
(a) Structural Intervention :
(i) On-Farm Development (OFD) works;
(ii) Construction of field, intermediate & link drains;
(iii) Correction of system deficiencies; and
(iv) Reclamation of waterlogged areas.
(b) Non-Structural Intervention:
(i) One time Functional Grant to the registered Water Users’ Associations (WUAs);
(ii) One time Infrastructure Grant to the registered WUAs;
(iii) Trainings, demonstration, and adaptive trials with respect to water use efficiency,
increased productivity, and sustainable irrigation in participatory environment.

• Ministry of Agriculture and Farmers
Welfare (MoA&FW), Government of
India is the Nodal Ministry.
• The objective of the fund is to facilitate
State Govts. efforts in mobilizing
additional resources for expanding
coverage under micro irrigation
As on 31 October 2020, the
cumulative sanction and release
under MIF stands at Rs. 3805.68
and Rs. 1094.90 crore, respectively.
This will help these State Govts. in
their efforts to expand micro
irrigation to an area of 12.565 lakh
ha. involving 10.06 lakh farmers, of
which about 78% will be SF/MF.

Benefits of Setting Up of Micro Irrigation Fund (MIF)
The benefits of setting up of Micro Irrigation Funds are as follows:-
• This dedicated fund will supplement Per Drop More Crop Component
(PDMC) of PMKSY in an efficient and timely manner.
• Additional investment for composite / commodity / community / cluster
based micro irrigation projects may bring out additional 10 lakh hectares.

• National Water Policy is formulated by the Ministry of Water Resources of
the Government of India to govern the planning and development of
water resources and their optimum utilization.
• The first National Water Policy was adopted in September, 1987. It was
reviewed and updated in 2002 and later in 2012.

• In june 7,2012- ministry of water resource published the draft in water policy
2012.
1. BASIC PRINCIPLES OF DRAFT NWP
– The principle of social justice must inform the use and
allocation of water.
– A common integrated perspective should govern the
planning and management of water resources.
– For the conservation,water may be treated as an economic
asset.
– River basin should be considered as the basic hydrological
unit.

• Rainfall need to be used directly.
• Aquifier need to be mapped to know quality of ground

3.Water pricing
• Water regulatory authority should be established in
each state.
• Water charges should be determined in a volumetric
manner.
• Recycle and reuse of water should be encouraged.

4.Project planning and implementation
• All clearences required for the project should be made in time.
• Avoid time and cost over runs.
• Local governing bodies such as panchayats,municipalities
etc..should be involved in the planning of projects.

5.Management of flood and drought.
• Land,soil,energy management with scientific reserch should be
used to evolve different agricultural strategies.
• Revetments,embankments etc..should be constructed to
prevent soil erosion.

6.Transboundary rivers
• Efforts should be made to enter international aggrements
with neighbouring countries for exchanging hydrological data
of rivers.

7.Research and training needs
• Grants should be given to states to update technology,design

• Regular training and academic courses in water
management should be promoted.
• A national campaign for water literacy need to be started.
