The conference theme is built around the ways in which IT can help Customs administrations and their
stakeholders in government and industry to manage the transition to the digital age whilst maintaining a close
watch on basic business functions, including the classification and valuation of goods among other complex
tasks that form a part of today’s Customs environment.
With this in mind, the conference will focus on exploring new ways that Customs might interact with other
border regulatory agencies as a result of new IT systems and processes with particular emphasis on more
integrated operations that will allow for even better border management. Participants will also be encouraged
to critically evaluate the way each element might be enhanced by effective use of modern IT solutions, and
analyze the relevant international standards and their vital importance to border management.
Finally, this conference will offer participants a platform for cross-sector co-operation on how IT can assist
Customs modernization and capacity building programmes which directly benefit the economic and social
development of countries.

KEY WCO INSTRUMENTS
Information drives processes, and the world of Customs, trade and international transport logistics covers a
complex array of parties, processes and products. The information exchanges between Customs and industry
for international cross border regulatory clearance and for fiscal and statistical matters are equally diverse.
The WCO has developed a number of practical instruments that relate to the better use of information to
simplify the regulatory burden to the maximum extent possible, whilst simultaneously fulfilling Government
and public expectations for safe and secure borders. Some of these instruments are briefly described below:
The WCO Data Model describes a maximum set of international data elements for agencies to manage their
main business processes at the border - import and export goods declarations, cargo declarations, conveyance
reports and transit declarations. The Data Model also includes business and information models, international
codes and Message Implementation Guidelines. The current version under development (V3) includes data
requirements for key agencies, or activities, undertaken alongside customs at the border such as Agriculture,
Human Health and Hazardous Waste. Therefore it caters for the important international trade single window
context.
The UCR instrument describes a unique reference that binds disparate data storages along the supply chain
from origin to final destination. It should be applied to a shipment as soon as possible in the trade transaction
(for example, at the time of the dispatch advice) and is intended to live alongside existing commercial references
such as house and master waybills. Most usefully the UCR could have potential to simplify and reduce the size
of data exchanges, especially between trusted parties such as AEO’s. Further the concept has real potential to
assist in facilitating the Government to Government data exchanges that would characterize the international
trade single window environment.
The Revised Kyoto Convention, ICT Guidelines to Chapter VII, describe a wide range of issues relevant to
administrations embarking on IT development or re-development. They include tendering and purchasing
considerations, trading parties’ identity management and authentication and other potentially difficult business
issues. Also related are the “Kyoto Data Principles” that underpin the WCO Data Model and include such
important matters as limits to data requirements, mandatory/conditional data needs and electronic messages.
In February 2007 WCO issued its Single Window Data Harmonization guide, a vital document that explains
the principles and methods used to harmonize data requirements in individual administrations using the WCO
Data Model as the base standard. By extension, it can be also used to harmonize data across other border
agencies beyond the Customs domain, which will in time lead to enhanced levels of international and national
data harmonization.
Many other instruments, such as the Integrated Supply Chain Management Guidelines (part of SAFE) and the
XML Guidelines are under development, all of which combine to produce a comprehensive set of best practice
guidance and standards for Customs, other border regulatory agencies, trade and transport for their use in
order to improve supply chain efficiency, synchronicity and security.

Founded in 2000, TATIS has developed a portfolio of integrated Customs solutions that collectively ensure compliance and enable
trade facilitation, based on global standards and best practices adopted by the WTO and WCO. Partnering with GlobalLink Trade
Consulting, the TATIS consulting team has gained extensive knowledge of Customs Management best practices and their specifica-
tions.
Client requirements in specific legislative domains (eg EU) have driven enhancements to the TATIScms (Customs Management
Solution) such as a rich SAD format, sophisticated tax calculations and risk assessment, and regional integration.
In collaboration with SAP, TATIS also offers a Customs and Border Management (CBM) solution, integrating SAP’s revenue manage-
ment with TATIS’s trade processing and compliance management.

As the only intergovernmental organization with a unique Customs focus, the World Customs Organization (WCO) with its head-
quarters in Brussels currently has 172 Members across the globe at all stages of economic development that collectively process
approximately 98% of world trade.
The WCO is particularly noted for its work in areas covering the security and facilitation of the trade supply chain, the develop-
ment of global Customs standards, the simplification and harmonisation of Customs procedures, trade facilitation, risk manage-
ment, integrity promotion, customs modernisation, valuation, origin, the Harmonized System goods nomenclature, and sustainable
Customs capacity building initiatives.
Being the global centre of Customs expertise, the WCO provides an ideal forum for Customs administrations and their stakeholders
