NaCl: Update revision in DEPS, r10300 -> r10316
This pulls in the following Native Client changes:
r10301: (mseaborn) Fix PNaCl glibc tests

r10303: (binji) Copy crti.o and crtn.o to newlib toolchains in nacl_core_sdk target.
