Works for me. I did have an issue approving your message in Mailman though.

Perhaps it was just a short-term issue while SourceForge migrated data
to their new datacenter, as the message stated.

It seems to be what it says, at least it's confirmed by

  Part of our long-term plan to improve SourceForge was to migrate to a
  new datacenter with all new hardware. That migration was scheduled for
  and has been taking place this week.

  Most services are now restored including SourceForge.net, downloads,
  web uploads, mailing lists, project web hosting, sftp uploads. Our team
  is working as hard as they can, and we will update this post, as well
  as the SF Net Ops handle on Twitter when these services are restored.

Sourceforge is not really user friendly to report issues, propose pull-request and contribute to the project. I would like to know if it is possible to migrate Docutils to GitHub.

I was wondering about this as well. For outside observers, keeping track
of development on Sourceforge is really hard, as is contributing without
a well-defined workflow (want to fix a typo -- how do I start? If you
end up here: https://sourceforge.net/projects/docutils/ you're basically
trapped.)

The manpage writer puts the body of an option group immediately after .B.

.Boption
where it should be
.B option

Fix:
At line 893 of docutils v0.14, replace
self.context.append('.B')
with
self.context.append('.B ')  # added space after .B

This bug fixes a bug in the external sphinx extension sphinx-argparse.

It would be fabulous if somebody with a proper docutils development
environment and commit rights would confirm this
and commit a patch.

I was using the latest 0.14 from PyPI.

I tried trunk without the patch and the problem was still there. After applying the patch, the quotes were not replaced, as expected, so `keep-null-escape-in-text.patch` indeed fixes the issue.

Sorry for the noise then. I searched the tracker for similar issues and also came across 332, but it didn't seem related from a user's perspective.

I've seen https://sourceforge.net/p/docutils/mailman/message/32374028/.

In the meantime many big project, also CPython, have moved development 
to github.

I think it would ease contributions also for docutils, like for example 
for "nested inline markup".

just a quick heads up that I thought you might be interested in
itex2MML (or just mentioning it in the docs?) for the --math-
output=MathML option. I'm not very sure that it does indeed fit the
needs, but I've been using it for many years, it's micro and it works
superb (supports a lot of AMS environments and produces reliable
MathML). Thought I should mention it to you.

Normally it just works on any document, replacing $...$ and $$...$$
with the according MathML, but I suppose it can be passed individual
data from a rst parser, too.

Thank you for reporting. 
The example works as expected (no "educating" of quotes in code) here, with a
checkout from the Docutils repository + 
[the patch for bug 332](https://sourceforge.net/p/docutils/bugs/_discuss/thread/c8f86be6/f307/attachment/keep-null-escape-in-text.patch).

So the problem is either solved in the development version or will be solved soon.
What Docutils version did you use?
